The Customs and Border Protection (CPB) Office of Facilities and Asset Management (OFAM) Lead Engineer shall serve as the subject matter expert for civil engineering, electrical engineering, and mechanical engineering to assist the Government in delivering solutions for Border Patrol and Air & Marine Operations facilities.

Lead Engineer Responsibilities Include:

  • Utilizes subject matter expertise in engineering - specifically, civil engineering, electrical engineering, and mechanical engineering to assist the Government in delivering solutions for Border Patrol and Air & Marine Operations facilities.
  • Coordinates and participates in the preparation of field drawings and diagrammatic sketches to be provided to designers for incorporation into new or revised plans and specification for the projects.
  • Supports the Government by overseeing every phase of a facilities construction or alteration project from initiation to close out. This involves working closely with the end users (Border Patrol and Air & Marine Operations) to develop and validate project requirements. Works with servicing agencies such as USACE, FAA, GSA to develop and manage various construction projects. Responsible for project planning and development, oversight of project real estate and environmental requirements, management of risk, project communication management, tracking the progress of the project scope, configuration management, budget and schedule management, and contract RFP review. The contract shall ensure all project data is maintained in systems of record including SharePoint, SAP, FITT, WMS and TRIRIGA.
  • Tracks and reports progress of alterations, construction, quality of work and materials for each Project, and will validate conformity with project drawings, specifications, and good practices. Assists in recommending solutions for specific problems that arise during site visits through written reports and/or oral presentations. Prepares and provides to the Government client a project specific construction progress trip report for each site visit that is taken in support of construction management. The contractor shall visit each project site at least monthly.
  • Provides quality assurance planning by developing and implementing quality assurance methods, defining proper acceptance criteria, and establishing appropriate milestones and signatory procedures for the acceptance of deliverables under each project. Provides support to quality assurance functions, to include process control and monitoring, performance metrics and measurement, risk analysis, mitigation and management, quality control metrics reporting, problem reporting, and corrective actions follow up, and lessons learned analysis. Performs quality audits to ensure standards and procedures are adequately followed.
  • Assists the Government in conducting site visits, conducting project evaluations, developing project requirement documents (PRD), Statement of Work (SOW), or Performance Work Statements (PWS), and managing the inputs required for successful project completion. This includes coordination with project team members including the end user, real estate, environmental, budget, project controls, and architecture/engineering consultants/contractors. Assists in evaluating and analyzing alternative means to acquire project solutions. Provides oversight and technical support on construction sites and project inspections.
  • Supports the Government by reviewing and consolidating all final project closeout documentation to include as-builts, Operations and Management (O&M) Manuals, CAD files, and any additional documentation available to the Government that finalizes the project. Ensures all financial closeouts and contract de-obligations take place in a timely manner as defined by the Government.
  • Provides configuration and change management support to include documentation and deliverable management and control and adherence to change control procedures. Provides cost estimates and schedule delays associated with all changes and will submit all change requests through the FITT system (or its replacement).
  • Conducts risk management activities from project inception through closeout.
  • Ensures all project data is updated in the Government systems of record, TRIRIGA and FITT.
  • Performs other job-related duties as assigned.

Lead Engineer Experience, Education, Skills, Abilities requested:

  • Bachelor's degree in architectural engineering, Civil/Structural/Transportation Engineering, Mechanical Engineering, or Electrical Engineering Required.
  • Eight (8) or more years of experience is required.
  • Professional Engineering license preferred.
  • Strong organizational skills.
  • Must have/or be able to obtain a CBP Public Trust.
  • SAP (ERP System) experience required.
  • Must pass pre-employment qualifications of Cherokee Federal
