Real Estate Specialist

This position requires an active Public Trust clearance or the ability to obtain a Public Trust clearance to be considered.

The Customs and Border Protection (CPB) Office of Facilities and Asset Management (OFAM) Real Estate Specialist shall serve as the lead for managing real estate funding and budgets, acquisition support, and database management.

Compensation & Benefits:

  • Estimated Starting Salary Range for Real Estate Specialist: $100,000 to $135,000.
  • Pay commensurate with experience.

Real Estate Specialist Responsibilities Include:

  • Manages, tracks, and reports on the required funding and the budget for the initiative, project, or task in its purview. This includes submitting Purchase Requisition Requests (PRRs), tracking financial actions in the CBP financial system of record, SAP or its replacement, and working with servicing agency partners on available, expensed, and obligated funding. Tracks in the Facilities and Infrastructure Tracking Tool (FITT) monthly.
  • Supports the tracking and reporting of data in the Government systems of record: FITT, and TRIRIGA, or their replacements. Reports data associated with the task management, work plans/elements/activities, and projects. Reports data quality to the Government no less than monthly and shall develop a quality control process to assist the Government in managing the data.
  • Manages and maintains all work planning, cost, and performance information in an electronic format and enter data and reports directly into the Government web-based WMS. Inputs data into the WMS. Prepares summaries, conducts analysis, and runs reports based on information contained in the WMS.
  • Organizes contract files and coordinates with Financial Management Branch on payments and available balance. Maintains purchase logs for government credit cards (PCDs), assists with research on equipment and vendors, tracks available funding, and completes an inventory of received items for the facilities group. Creates various reports, QA/QC documents, maintain physical and electronic files, and provide administrative support as needed for the Facility and Infrastructure Manager. This support will include supporting the documentation and data requirements of the facilities branch. Systems used in this effort currently include Microsoft SharePoint, SAP, FITT, and TRIRIGA or their replacements. Ensures all routed documents are loaded into the appropriate system once complete, prepare documents for signature, and run reports out of systems for management review and action. This work also includes word processing, electronic filing, booking travel via the approved federal travel system, and coordinating meeting arrangements. Conducts cross training for new contractor MSS positions within the PMO when requested by the government client. Microsoft office suite (PowerPoint, Excel, and Word) knowledge is required.
  • Prepares a monthly Real Estate Action report that captures, at a minimum, preconditions for site leasing and project specific real estate issues as related to the PMO projects.
  • Maintains real estate data including rights-of-entry, lease information for TI/Facilities, and track expirations of lease and land use agreements using the appropriate systems of records, TRIRIGA and SharePoint.
  • Participates in the process to acquire land parcels either by lease or purchase, to include providing legal description of property, formal appraisal/ market survey, waiver valuation (if less than $10,000), title search/preliminary title report. Assesses RE needs of given action (e.g., construction, lease/acquisition, maintenance/repair, easement out-grant, property disposal), develop RE clearance strategy, and orchestrate execution of that strategy. Evaluates requirements received from USBP, and other CBP offices supported by PMO, and translate into RE requirements. Informed by CBP personnel, the contractor shall direct, advise and monitor U.S. Army Corps of Engineers (USACE) or other federal agencies tasked with supporting real estate efforts, throughout RE clearance process, lead negotiations for land-use agreements such as licenses from private landowners and permits from other government agencies, support site selection process for new facilities, contributing to preparation and presentation of market surveys, review for internal approval, and draft when necessary, RE instruments that would grant CBP its required rights. Coordinates with Department of Homeland Security (DHS) when easements need to be out-granted - i.e., for third-party access rights over CBP/DHS property (usually to support utilities), facilitate/lead meetings and site visits when necessary amongst key internal and external stakeholders regarding RE strategy development or troubleshooting during execution, and coordinate and support CBP Office of Chief Counsel, USACE and Department of Justice (DOJ) throughout the land condemnation litigation process.
  • Performs other job-related duties as assigned.

Real Estate Specialist Experience, Education, Skills, Abilities requested:

  • Bachelor's Degree.
  • Eight (8) or more years of experience is required.
  • Exceptional oral and written communication skills
  • Strong organizational skills.
  • Must have/or be able to obtain a CBP Public Trust.
  • Must pass pre-employment qualifications of Cherokee Federal
